HSE Schools’ Proposed Referendum.

On the May 3rd ballot is a proposed referendum which is aimed at funding our corporation, which is in the bottom third for teacher salaries compared to area school districts and is the third lowest funded in the state for per pupil dollars.

If HSE Schools is able to reduce class size and attract quality teachers (while keeping the current great ones), it will require dollars beyond the new state funds and current referendum.

The tax impact:

  • The proposed referendum will add 12.75 cents to the tax rate. Together with the current 10 cent referendum, a combined total of 22.75 cents, it will yield $17 million for HSE annual operating expenses for the next 7 years and raises the per pupil revenues to slightly above the state average.

The goals to achieve with a successful referendum:

  • Reduce class sizes
  • Attract and retain quality teachers
  • Prepare students for global competition

An unsuccessful referendum will result in the loss of 176 jobs:

  • 6 administrative positions
  • 8 performing arts positions
  • 18 other ECA positions
  • 19 athletic positions
  • 25 support staff
  • 100 teachers

In summer 2015, two science teachers accepted contracts with a nearby district that offered a $10,000 raise for their talent

Expand community partnerships to promote entrepreneurism.

Enrich professional development for teachers.

Further develop HSE21 throughout all grade levels.

Indiana Legislators Recently Changed the School Funding Formula, Providing Additional Funding for School Corporations Like HSE. Why Do We Need More Money?

Yes, HSE – along with many parents, residents, and business owners — worked with area legislators to increase funding for our schools, and we are extremely grateful.
The joint effort produced $7.8 million dollars for our district. These funds addressed:

  • Eliminating a $2.2 million deficit
  • Covering health insurance increases
  • Providing a 2.25% pay raise for staff

Even with the new state funds and the current referendum, the HSE per pupil revenue falls below the state average by more than $371.

How Will Class Sizes Be Effected?

Enrollment since 2009 has grown by more than 17%, but in that time, we have been unable to expand our faculty proportionately to meet that growth. We would use the referendum dollars to hire 43 new teachers to reduce class sizes primarily in grades Kindergarten through 6, but also in other grades, beginning the fall of 2016.

This funding difference is demonstrated by the following information. Carmel Clay Schools, with 16,000 students, operates with a staff of 2,410. HSE, with approximately 21,000 students, employs a staff of 2,352. It should be noted that HSE outsources a number of functions, but the impact of per pupil spending is evident.

The proposed referendum amount raises annual revenue for the next seven years to slightly above the state average.
